Fatal error: Call to undefined function get_header()

I’ve installed WordPress to a sub-directory and I’m following the instructions on moving the blog to a new directory and I’m now getting the Fatal error.
I assume when they say copy the index.php file I should move all of my files – header.php, footer.php etc?
I also can’t find the .htaccess file either and I don’t know what it is. I’ve enabled show hidden files with my ftp client but still can’t find it. If that is just related to permalinks I don’t believe I have any yet…because I don’t know what they are.
I also don’t appear to be using anything like “require(…”
Does anyone have any suggestions?
