Fatal error on deactivating plugins check_admin_referer

I am trying to deactivate plugins so I can upgrade from 2.0 to 2.0.1, but I get this error:
Fatal error: Call to undefined function: check_admin_referer() in /pathtodomain/remote.kidsown.ie/wp-admin/plugins.php on line 5
I dig a bit deeper, and find that I can make posts, but I can’t change options, or switch themes. When I try to switch themes I get this error, roughly the same:
Fatal error: Call to undefined function: check_admin_referer() in /pathtodomain/remote.kidsown.ie/wp-admin/themes.php on line 5
What causes this kind of error?
Without being able to deactivate the plugins, is it safe to attempt an upgrade?

Audio player 1.0.1 (activated by not using)

SmileTAG 2.3This may be unrelated, but when I tried to download a backup of my site files, it kept on breaking in /wp-content/cache folder (using two different FTP programs) I cannot backup this directory.
Anyone know what kind of thing causes this “fatal error” the call to an undefined function? I cannot find anything related in the forum here.
Maybe just some pointers for troubleshooting?
