Fatal error on test site

I’m trying to set up a test/development area for this site. I have:

1) Copied all site files into a subdirectory /site;
2) Duplicated the database
3) Modified the site/wp-config.php file to point to the duplicated database
4) Modified the site/wp-config.php file to use the new url (ending in /site)

However, when I try to view the test site, I get the following error:

Fatal error: Call to undefined function add_action() in /nfs/c04/h03/mnt/181475/domains/thesummitproject.org/html/site/wp-settings.php on line 6

Any suggestions as to what WP is looking for? Did I miss a step?
