    The issue reported is related to activating the TenWeb Speed Optimizer plugin on a WordPress website. Upon activation, the plugin triggers a fatal error indicating a TypeError related to accessing an offset of type string on string in the OptimizerAdmin.php file. The error occurs on line 1471 and prevents the plugin from being activated.
