Fatal Error: workin on for 9 hours!

ok guys im stuck.

I keep getting this error

Fatal error: Call to undefined function wp() in /home/content/l/o/a/loansafe/html/blog/wp-blog-header.php on line 14

I know I must be missing something but i don’t know what. I know it has something to do with my config page because i messed with it early now it doesn’t want to work! There’s no spaces before <?php and after ?> I really really really need help.
