Favicon & Comments Not Showing

Hi, I’m totally new at this… searched the topics…

Favicon: placed it in several different folders, added (and removed) code in header… no luck. Any suggestions for my next move?

Comments: switched to default theme, still did not show. Again, any suggestions?
