fbq is not defined

When checking the console I found this error.

I guess is related to the tag sequencing. So I went into all the FB Event tags and set:

1. Fire once per event
2. Fire a tag before FB – Add to cart fires
3. Setup Tag
4. FB – Pixel ID XXXXXXXXXXXXXX
5. Don’t fire FB – Add to cart if FB – Pixel ID XXXXXXXXXXXXXX fails or is paused

But I still receive the error.
