Feature request: changable capability (with a possible solution)

I guess this is a feature for advanced administrators.
In my case I have to give several WP-users the right to create and mange codes without enabling the right to change Options of WordPress (capability manage_options).

It would be awesome if it is possible to change the capability.

I added a Diff for a simple solution to enable administrators to change the capability by setting a constant in wp-config.php.
