Feature Request: Inverse URLs

I would like to chime in with my request for ! as a way to negate URLs. (I actually stumbled across the above comment trying to see if there was a way to use ! to negate URLs, and was disappointed to see that it’s not yet possible but that you were considering adding that as a feature.)

For example, I’d like to be able to choose to display a widget on pages that satisfy a criterion (such as custom post type) but then hide it on specific pages (that otherwise match the criterion) using !URL
