Feature Request – Load templates from alternative directory e.g. the theme dir

On our (and many other) multisite platforms, access to the plugin directories is restricted, so developers are unable to upload or change templates into this plugin’s templates directory.
To resolve this, the WP_SPLASH_PAGE_ROOT_URL constant needs modifying, either with a path/pseudo-path from a new plugin options, or else the splash_page() function could change to search first the theme directory, then the plugin’s directory, or even use a named splash template from a new plugin option??
Please let us know if such feature would be possible, the *functionality* of your type of plugin is required constantly on our network, and it would be very useful to have a decent plugin to do this, instead of the current ad-hoc approaches our developers have to use.
