[Feature Suggestion] Add Super Administrator control panel for multi site

I’m suggesting this feature because, I want super administrators to control each header and footer through out the entire multi site network.
For example; I want to span header and footer content between all of my sites. Such as individually enabling injection of code. Such as controlling each user blog to implement share buttons, ads, etc.
My goal is to prevent other users from adding dangerous code to their blogs.
