Featured pages and teasers on pages

I am fairly new to WP. I am trying to layout pages to make the site look like a “website” and NOT look like a “blog” site.

I have a link here that will take you to a page on a WP site that has a nice page layout. It has 3-columns with 2 rows in each column.

5 of the cells have “teasers” (each contains a title, an image and some text with a read more button, which will take you to that page).

The other 2 just have widgets.

Is there a plugin, or how would one layout a WP “page” like this on.
Or do I need to get into the PHP and make hooks and that?
