    Instagram js scrips are attached to wp_header or wp_footer hook, is seems that your theme is not calling wp_head() or wp_footer() functions to load en-queued scripts.

    You can check out code for loading Instagram scripts in shortcode.php file, wdi_load_frontend_scripts()
