File attachments and Use HTML content type

  • Under Mail, in Edit Contact Form are two options

    File attachments
    Use HTML content type

    I am not sure what these are and what they do?
    Will they help resolve the issue that when i test the form – it isn’t sent anywhere even though i get a confirmation email?

    Do File attachments and Use HTML content type give the form a destination?
