file browser: view empty subcategroies

    I’ve set up categories like this :
    Folder 1
    |SubFolder11
    |SubFolder12
    Folder 2
    |Subfolder21
    |Subfolder22

    For the moment, no files are in any folder.
    I’ve also assigned viewing rights to each folder.
    When a “simple” user (not admin, not editor, not author) opens file browser it shows
    Folder1
    Folder2
    without offering them to open and see subfolders (no plus sign).
    Those type of users have access to these folder and start seeing them only if there is a file in Folder1 or in Folder11 or in Folder12.
    Would it be possible to allow them to open Folder1 and Folder2 even if they are empty?
