File & Links access plugin

I’d like to allow my community of authors to register, upload drafts (files/links) to be edited and download edited works (approved by sys admins). I’d like editors to be able to editors to search for uploaded drafts based on keyword tags. I’d like authors to upload drafts(files/links) and make it visible to only certain editors or authors.

Is there a WordPress File/Links access plugin? Or something similar plugin that can be tweaked to allow this functionality?
