File Upload and User Access Control

Thanks for reaching out. Yes, the plugin offers the same exact functionality as you asked. When you (as admin) uploads a file and gives a users (or user role) access to it, then only that user (or user from that role) can access that file. All other users or guests will see an error while trying to access the file (if they know the URL).
You can also add the plugin’s module to the WC My-Account area. The plugin comes with a shortcode that you can put anywhere on your website.
