File Upload Error

Working on a photo contest entry form. Files over 4mb fail with the message “There was an error trying to send your entry. Please try again later.”

I have double checked php configuration and can upload a 128mb file to the WordPress Media Library. In the contact form I have set [file* photo limit:75mb].

No errors in PHP or Mod_sec. I have also increased the execution time to allow for slow uploads.
