Filter by Comma in Cell

Hello! I’m building a table that shows whether a resource is located in U.S., Canada, and/or Mexico. Is there a way to create drop down at the top which can tell that those three terms are different from each other? What I’m seeing right now is:
U.S.
Canada
Mexico
U.S., Canada
U.S., Mexico
etc. for all combinations
