    Hello,
    I add excluded groups, the filter should not show.

    If someone is a group A, B, C, and the setting excludes A, then B and C should also be displayed,but cannot be displayed.

    These two persons are under the Accountant Group which is included.
    But they are also under the Business & Manager groups which are excluded.

    One condition says to include them.
    Another condition says not to include them.

    So what will happen now?
    WordPress gives the priority to Exclude over Include.
    Thanks why these persons are not showing up.

    But I can give control to the users to choose the priority. So you can set the priority to Include over Exclude.
