Filtering of Text widgets on everyone except super users

Sort of an annoying issue I am having: I have a wordpress multi install that I am using for a number of domains that I own personally. I don’t have the site opened as a “signup and get a blog” deal, it’s all private to me. Two issues come up that drive me bonkers:

1) I seem to need a separate user and pass for each and every blog. The “super user” does not seem to be able to access to admin the blogs directly.

2) The admin users created for each of those installs do not have full power to do things. A perfect example of something so annoying is the issues of IFRAMEs in text widgets. Any time I want to change an IFRAME or add some PHP code into a sidebar widget, I am force to make the individual account user into a “super admin” otherwise they cannot do it. Is there some sort of more simply override or setting that can make this problem go away?

The only solution I saw so far required modifications to each and every template used, and to keep re-adding that modification after every update on a template – which would be an unacceptable workload.

Is this something that can be set in the admin panel, or if not, should it be something that is there?
