A good plugin indeed.

Please advice an important request to make possible to filter row 3-5 of a table with 7 rows in a page, but with external url filter parameter. I request to make this possible to open a wide range of usage.

you can use the Row Filter Extension from https://tablepress.org/extensions/row-filter/ together with the Extension from https://tablepress.org/extensions/shortcode-filter-get-parameter/ for this.

ah, you want to pass the row numbers as a URL parameter? That’s not possible, unfortunately. You can only pass the filter keyword as a URL parameter, and it will automatically be used as the filter keyword in the Row Filter Extension.
You could maybe create a workaround with this by adding the row numbers to a hidden column manually.
