Filters & default feed rewriterules

I’d like to be able to strip out all of the default feed rewriterules, so that I can easily lock down access. Would this be feasible as a plugin (not to be released, just for personal usage to make it easier). Feed access is really wide open by default, and I’d like to be able to start with a clean slate. Is there an easy way to accomplish this?
