Firewall Logs Not Downloading

Wordfence is reporting that last month’s Firewall Logs did not get loaded. When I investigated it said to make sure I have permission to write.
Permissions are set to 755.
When I click on “Manually Refresh Rules” it returns:
No rules were updated. Please verify you have permissions to write to the /wp-content/wflogs directory.This causes the existing rules lists to blank out and asks to download new rules:
No rules currently set. Click here to pull down the latest from the Wordfence servers.When I click on that link I get the same error message as above.
Please advise.
