First Class Shipping Options not showing for my products

    I have turned on First Class Mail – Package Shipping as an option, and I have ONLY 3 USPS shipping options turned on. However First class shipping is not showing up at all. It is not a weight issue because the products are all under 3.5 oz.

    only two shipping options are visible to the end user.
