Fixed discount per products quantity

  • Hi, Is it possible to apply the fixed discount on per product quantity only on the cart page?
    For example 1 product 60Rs, 2 product 120rs?

    Actually, I want to provide per product shipping charges as a discount but separately. Hope you get my point.
