fixed height of background image on a row but it reduces nicely on mobile?

Hi there, Can you create a row with a background image and not have a widget area inside it. The reason I say this is for visual reasons only at the top of a page I want a full width row and background image with a 300px height that basically works as a banner image on the top of the page.
I also would like it to get smaller gracefully on mobile devices and basically go from 100% downwards but of course the max it would be on a desktop is 300px height if that makes sense.
Any ideas on this? Thanks for your time.
