"Fixed Shipping" not being applied

I am trying to get the “Fixed Shipping” charge to show up on the order. I am currently in sandbox mode.

I have “Fixed Shipping:” set to 3.00, but nothing is showing up on the paypal list for any shipping fees.

Any ideas as to why?
