Flag icon on phone number lost after updating

Dear friends hello again.
Now I still have the same issue.
On my computer or phone it (phone number flags) sometimes works and other times it doesn’t.
Now my friend from Turkey sent me this screenshot, he tried to change the flag, but nothing appears, only arrow which is near the flag icon changes the direction. But there is no flags list coming out. It is safari browser on screenshots (if it helps).
Please help me to solve the issue.

Hello dear Mane and Zhanna, I still have that problem with flag icons list. As I was told by your team to turn off any caching plugin, I disconnected them all. And the problem still there. I am begging you please help me to solve this problem
