Flash in the footer

Hey everyone quick question. I have hard coded a flash element into the footer of my site. Works great on the home page. But if you are on any other page the flash file doesn’t work. The rollover state within the flash file works. But the linking does not. If you click the button nothing will happen. This doesn’t make sense to me as if it is in the footer than it should work fine on all pages. ????
