Flash of bar after its been closed on other pages

    We have a notification bar set to the bottom. Once it’s closed it is supposed to stay closed but we noticed that when you visit other pages after you close it, it will flash at the bottom or stay on until you start to scroll down the page, then it disappears. Any suggestions?
