Flash site scrolls with delay

Good afternoon!

When you click on any of the links in the top menu, there is a 2 second delay before the site starts scrolling down to the specified position.

The menu items contain links like # 1 # 2, etc. when clicked, the site scrolls down to the corresponding anchors.

I tried to install a new engine with the flash theme (and on 2 different hosting) – but scrolling also works with a delay, which means that the problem is initially in the flash theme.

Please tell me how you can solve this problem?
