Flat fee for addons not summing up to total

That means you may have a plugin or theme issue. Have you tried switching to a default theme just to test?

I’ve tested with TwentyTwenty and Astra themes and the plugin works fine on both. So the issue might come from the OceanWP theme.

Yes, it appears so. Or perhaps a custom code snippet you added via OceanWP function.php file.
