Is there anyway to add a code instead?
We can add code for minimum order but is there anyway to add a code for orders more than $20 ?

Kindly note that WooCommerce offers by default only one type of flat rate shipping.

This plugin might be helpful, it has a free and pro version:

There is also a custom code here in this article Shipping Rates by Order Amount keep in mind you will need to adapt the code according to your needs.
