Flat rate shipping formula – two rates

I would like to set the flat ship rating depending on the costs like:
flat ship rate = 10$ if costs < 20 $
flat ship rate = 5 $ if costs > 20 $
unfortunately the cost does not support <>= signs.
Any ideas? php-functions are also welcome.
