I understand that the built-in Flat Rate Shipping Method is not showing on your site.

Please share with us a screenshot of your Shipping Settings.

Furthermore, I’d like to understand your site properly, can you please share your System Status Report, that will help us further troubleshoot.

You can find it via WooCommerce > Status. Select Get system report and then Copy for support. Once you’ve done that, you can paste it into your reply here.

If you could also provide the fatal error logs (if any) under WooCommerce > Status > Logs.

Just to confirm that you are receiving the error here when only the Flat Rate shipping method is enabled, is that correct? Or, both UPS Live Rates and Flat Rate are enabled?

I replicated your setup on my personal site, however, I was unable to reproduce the issue on my end.

Furthermore, I checked your site and produced the same error here.

Can you please try to switch to the default Storefront theme and only WooCommerce plugin is enabled and see if this works?

If so, then this kind of problem is usually caused by your theme or a third-party plugin present on your site. We can run a conflict test to verify this. I’d recommend cloning your site to a staging environment and performing the tests described on this guide without modifying your live site or impacting customers. Many hosts provide staging facilities, so it’s worth checking in with them. It’s also possible to do it using the free WP Staging plugin.

If this was caused by a third-party plugin present on your site, it would be best to reach out to the developers for further assistance here.

If this did not resolve the issue, please provide the fatal error logs (if any) under WooCommerce > Status > Logs.

I have checked by reverting back to original wp theme and checked. The error is still there.

From what I gather, the direction in which you’d like to continue is as follows:

On our website we have setup shipping zones with states of U.S. where we ship and the rest of the U.S.
We are currently using UPS plugin to calculate shipping based on user location.
But now we want to use only Flat rate method which will be charging $22 for every order placed.

Meaning, with only flat rate shipping enabled.
Feel free to use the staging environment for setting up for that scenario, while consulting the related documentation on Flat rate shipping, directly linked here.
