Flicker on page refresh

When visiting the page with the accordian or refreshing the page there is a brief flicker and the top accordian item opens briefly than closes. The client is not happy with this. Is there something we can do to stop this flicker?
We found one note about adding:
<html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN" "https://www.w3.org/TR/xhtml2/DTD/xhtml1-strict.dtd">However this did not resolve the issue.
