Floating bar not visible

The normal display works fine (left, right, below content) but the floating display is not visible. The code is in the page. I don’t see anything in the CSS that would prevent it from displaying. It’s not outside the visible area of a div with overflow hidden. Ideas on how to troubleshoot?
