Focus not returning to form after sever submission

As per title, focus after server submission stays at top of page. Using Twentytwenty theme (tested alone and with child theme). No other plugins activated. Consistent behavior with shortcode, widgets and php function. Tried with several of the included forms and a simple email form of my own. All exhibit the same behavior. This is a barebones dev install — as I’m looking for a new from plugin.
