Footer Image size and background color

When I altered the width of my footer image and the background color while logged in to WP it shows up in browser as a change but when I log out of WP it reverts to the previous width and background color.
Log-in to WP then the new changes appear again in firefox or safari.

I think this happened before but cannot remember how to get the changes to stick without being logged into WP admin !
