I tried to view your site several times, and I make it a rule that if a site I’m testing (remember, we’re volunteers) doesn’t load within two minutes, the problems are bigger than I can solve. Maybe it’s something with your server, or the Internet, or my IP, but it is more likely something wrong with your site.
I know your issue is with the foot, but you may have bigger problems.
1. Check the file size of all your images and graphics to make sure you have NOTHING that is over 50K in size. This is an average, but if you have something that is 60K, fine, but if you have a picture that is 1.5 megs, then you have a problem. Shrink the file size down to something better.
2. Check all the links you have to any graphics off-site. The larger they are, or if there is a problem with their site/server, they can take a long time to load, slowing down your site.
3. Validate your website to make sure that you have it all fixed and working correctly both with the HTML, XHMTL and CSS. This might solve your footer problem, too.
4. Also check for any javascripts, heavy plugins, ads, and other things that might be slowing down the loading of your page.
I hope one of these things help. There is a lot of information on the WordPress Codex, official documentation site, that might help you with layouts and troubleshooting.
