Footer Pushed Down when Scrolling

I am having an issue with being able to reach the bottom of my page when scrolling down. Currently, as I approach where the end of the page should be, the Footer keeps getting pushed down. This winds up extending my page with an infinite amount of white space, never being able to reach the Footer and the end of the page.

This is happening with all scrolling methods: mouse wheel, arrow keys, space bar, dragging the scrollbar. If I scroll very quickly I can reach the end of the page, but scrolling at a normal speed or slower creates the issue.
