The link is dead, the setup is not possible.

I just tested on a fresh install of the latest version of the MailPoet plugin, but that link to set up my own email service in the setup wizard was working as expected:

The link is not just a regular link to a different page, but would trigger a modal popup via JavaScript as shown above. If there is a JavaScript error on your page, that could break the functionality on the page and prevent the popup from displaying.
I’d recommend checking your browser developer console to see if you are running into any JavaScript errors: https://balsamiq.com/support/faqs/browserconsole/
