To briefly answer your question: You are correct. This is for two reasons:
1. Saving references to the database outside of the current post would create unnecessary “database noise” for not much return value. In its current form, the only thing that is saved is a small fragment of data as a single value in postmeta and citations are then computed and regenerated on the fly from that data when you load the post edit page.
2. I’m stubborn and just don’t think WordPress is the best place to managing citations.
I’d recommend using a reference manager like Zotero to manage all your references in a central, safe location and then just import the references you need from the reference manager using RIS format.
