Forbidden 403 error when excluding categories

Beautiful plugin, and the only one I’ve found that lets you exclude categories. As a news org, it’s very important for us to be able to do this because we don’t want author boxes in certain categories like Obituaries and announcements and such.
I have it set up on a test site and it is displaying fine, but whenever I try to change the categories I get a 403 error. This doesn’t happen when I try to save any other changes in the settings. I did some reading, and people suggested making the permissions on the php file 644, but that didn’t help. Here’s the error message I’m getting:
Forbidden
You don’t have permission to access /xyz/wp-admin/options-general.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.Any ideas?
