Force Custom Fields during registartion

I have potential customers (Level 0), who then upgrade to my current highest level (Level3). I need to collect shipping information. So I created a Custom Capability called %%shipping_address%%. But during the purchase process, the *logged in* user is not shown the “custom capabilities” section. Is there a way to force custom capabilities on a registration page regardless of member level?

What I don’t want to do is require customers to do another step – i.e., send them to a thank you page that has them then go update there profile. Not a good user experience, not to mention, as customers fill out the current registration form they are probably wondering when/where they are supposed to enter their shipping address.
