Foreign characters and symbols

My site is all foreign characters and symbols on various pages. Turned off W3 Total Cache and everything is fine. Turned off all other plug-ins and kept W3 Total Cache activated and the site is still jibberish, so it’s definitely W3 Total Cache.
Any and all ideas welcome. I love this plug-in (normally) and don’t want to switch.
