foreign characters in post title

  • My customers post in Arabic. They also save the title in Arabic as well. WP creates a url that contains Arabic characters. When you try to open the link, this is what you get:

    Internal Server Error

    The server encountered an internal error or misconfiguration and was unable to complete your request.

    Is there anyway to force wp not to use Arabic characters in the url?

    I know you can do that in the Options: Permalink, but that only works for my own blog. How can I change it to apply for all blogs.
