Form action

I’m relatively new to this and inherited a website that had the Genesis enews extender plugin already installed. The person who set it up put # for form action instead of a url. I know in some cases, it would just post back to the site. Does genesis do that? If so, where would I find that email list info? We are going to set up mail chimp going forward, but just to ask the question before we give up hope.
