“Formats” with Gutenberg?

Not precisely, since the TinyMCE formats tool button is unique to TinyMCE. I’ve yet to investigate custom Gutenberg block editor tool buttons, but I imagine something similar could be added to your own block if not existing blocks as well. For that matter, a custom format block could be created which is inserted within other blocks.

Also, the theme support for post formats (Aside, Link, Gallery, etc.) is still available. You still have options available, but TinyMCE tools is not one of them, unless you use the Classic Editor plugin.
